TARP Funds to Pay Down Debt

Isn't that a bit circular? Who do these people think they are kidding? They are borrowing money and then saying they are going to use the proceeds of the money to repay debt/reduce the deficit. Here's an idea: stop playing shell games. If you are not going to use all the TARP funds, don't use them, but don't come back to the taxpayers and act like you are suddently being fiscally responsible because you are "using" the TARP funds to pay down debt. That's silly and no one is buying it.
