Who will run the Bluff City star chamber?

The Board of Mayor and Aldermen of Bluff City has voted to allow speed enforcement cameras in Bluff City. Apparently, they are needing additional revenue and this is an easy way to get it. According to this article and other reports, if you don't challenge the ticket, it costs $90 and is treated as a non-moving violation. However, if you challenge the ticket and lose, it is treated as a moving violation. This is strictly a revenue program. They want to do everything in their power to make sure you don't challenge the ticket and want to make it extremely risky for you to do so. Who is running the star chamber that determines your guilt or innocence without your participation?

Will someone please tell me how you can confront your accuser when your accuser is a camera? Will the camera have a photo of the driver? How do they even know who is driving the vehicle? How can they prove you guilty beyond a reasonable doubt?
